The analysis of the product quality of the first half of 2013 released by Chen Xitong, head of the Information Office of the General Administration of Supervision, revealed that although the product quality of small, medium and large enterprises fluctuates slightly, the quality of China’s products is generally stable and no regional or systematic quality and safety have occurred. problem. However, in the first half of the national product quality, there are also some issues worth noting.

The first is that the quality of some important livelihood products is still outstanding.

In the first half of the year, the quality inspection departments seized the top two cases of food and building materials products and the value of goods involved. Among them, 24.6% and 13.1% of the total number of illegal cases of food and construction materials respectively accounted for 5.5 of the total value of goods. % and 36.6%.

A sample of daily consumer goods such as toys, baby carriages, diapers, sanitary napkins, electromagnetic cookers, bicycles, and car GPS navigation products was collected. The national sampling rate for batch sampling was 89.4%, a year-on-year decrease of 1.3 percentage points.

Among the 17 products that were continuously tracked and spot checked in 2012 and 2013, the batch sampling qualification rates for five types of products, such as threshers, hot-rolled ribbed steel bars, automotive diesel, vehicle gasoline, and kitchen machinery, declined. In the "Quality Inspection and Licensing" law enforcement inspection, it focused on law enforcement on 217 production sites of waterproofing membranes in 18 provinces. It ended 60 counterfeiting dens and seized 24,000 rolls of counterfeit and shoddy waterproof membranes.

Second, the quality of agricultural products involved is not optimistic.

In the first half of the year, the quality inspection department seized the number of cases of agricultural products and the value of goods involved in the third place. 2334 cases of chemical fertilizers were investigated and handled, and the value of counterfeit agricultural materials was found to be 64.51 million yuan and 17 cases were transferred to public security agencies. A total of 585 batches of products manufactured by 5 types of 537 companies, including insecticides, herbicides, threshers, rakes and plant protection machinery, were subject to national supervision and spot checks. The pass rate of batch sampling was 92.1%, which was a year-on-year decrease of 2 percentage points. .

Among them, the main quality problems of threshing machine products are that the protective device of the exposed transmission components does not meet the standard requirements, the bolts and the tightening torque of the drum and the roller bearing bracket do not meet the standards, the non-qualified operating items are not qualified, and the temperature rise of the bearings exceeds the standard; the herbicide products The main problem is that the product active ingredient mass fraction, pH, and product label do not meet the standard requirements.

The third is that some companies should pay attention to product quality fluctuations.

First, the quality of small and micro enterprises remains outstanding. In the first half of the year, the national product quality supervision and spot check sampling rate of small enterprises was still the lowest, which was 86.5%, down by 2.1 percentage points year-on-year. Unlicensed production activities are more concentrated in small enterprises, and building materials such as steel, cement, and waterproofing membranes all have unlicensed production in varying degrees. The vast majority of unlicensed agricultural product production cases are also small and micro enterprises. Second, affected by the current economic growth slowdown, some companies lacking quality and integrity use lower standards, even cut corners, and sacrifice quality to reduce costs, such as in law enforcement inspections. It was found that the use of poor quality direct dye printing on some textile products resulted in unsatisfactory PH value items, some of the artificial decoration materials such as wood-based panels did not meet the shear strength, some of the agricultural film tensile strength and thickness did not meet the standard requirements, and some fertilizer and pesticide companies reduced The effective content of the product, mixed with cotton and other mixed phenomenon is more prominent.

The fourth is that there are still quality and safety issues in import and export commodities.

On the import side, among the imported industrial products and raw materials, the disqualified rates of cotton and metal mines were high, which were 37.62% and 29.41%, respectively. The main reasons for the disqualification were shortage of quantity, inconsistent with the contract, and quality defects. In the first half of the year, a total of 2014 unqualified hazardous chemicals were identified, of which 1884 were imported products. A total of 275 batches of unqualified environmental protection products and 98,300 tons of waste were detected in imported waste raw materials. The rate of unqualified environmental batch rejection and weight failure were 1.64‰ and 3.54‰, respectively.

Among the imported agricultural products, the main reason for the failure is to carry quarantine pests and carry general pests. The unqualified items for imported foods are mainly unqualified quality, microbial contamination, unsatisfactory food additives, unqualified labels, excessive pollutants, etc. The types of products involved are mainly cakes, biscuits, beverages, dairy products, alcohol, grain, and Products such as sugar.

Imported organic red wine, milk powder and other foods still have problems such as unqualified and unqualified organic labels. In terms of export commodities, the technical trade measures of the major trading partners of the European Union and the United States put forward higher requirements from the performance of the products themselves to the entire process of product production, processing and transportation, even though the out-of-conformity rate of outbound industrial goods is relatively low. However, there are still many problems in light industrial products such as clothing, small household appliances and similar electrical appliances.

According to the situation of export foods being reported overseas, 371 batches of unqualified items that were actually notified of export food outside the country were mainly due to excessive residue of pesticides and veterinary drugs, unqualified quality, microbial contamination, contamination of biological toxins, unqualified food additives, etc. The types of products involved were mainly Aquatic products and products, vegetables and products, cereals and products, dried nuts, canned products, etc. The rate of detention (recall) of light textile products in foreign detained (recalled) products is the highest, followed by electromechanical products.

The fifth is that the added value of self-owned brands is not high, and the core competitiveness is not strong.

Due to the lack of core technology, the original design is not enough, the product quality of our country is low, and the structural contradictions are prominent.

In the process of shaping the brand, Chinese enterprises rely more on the cost advantage and the domestic market rather than technological innovation. The scale of China's manufacturing industry has leapt to the top in the world, and most of its products belong to OEM products that are used to make wedding dresses for others.

According to statistics, about 90% of Chinese exports are OEM products, and the internationalization of manufacturing brands is slow. Since 2008, none of the Chinese manufacturing brands have ranked among the top 100 in the world's top 500 brands. In 2012, the "World's Most Valuable 100 Brands" published by the "Business Weekly" of the United States, China's brand names are not known.
