Electronic medical record policy intensive release
Electronic medical records have different titles in the world, such as EMR, CPR, EHR and so on. The connotations and extensions reflected by different titles are also different. Although people have the same or similar understanding of some basic characteristics of electronic medical records, but because the functional form of electronic medical records itself is still developing, there is no consistent definition of electronic medical records.
Although different institutions have different definitions of electronic medical records, they basically describe the information content that should be included in the electronic medical record and the functions that the electronic medical record system should have.
First, the information content, EHR not only includes personal medical records, that is, all medical information of outpatients and inpatients, as well as personal health records, such as: immunization, health checkup, health status and so on. It has also been suggested that electronic medical records should include personally recorded health information in addition to information generated by specialized medical and health institutions. From the time horizon, the electronic medical record should cover the entire process from birth to death.
Second, in terms of functions, the electronic medical record emphasizes the advantages of information technology and provides service functions beyond paper medical records. Although it is still difficult to accurately and specifically list the functions of the electronic medical record system, the electronic medical record shows its functional possibilities in several aspects. Generally speaking, it can be summarized into three aspects: the function of recording, storing and accessing medical information; the function of using medical knowledge base to assist doctors in clinical decision-making; and the function of information reuse for public health and scientific research services. These three aspects are only highly generalized and have a wide variety and flexibility in terms of specific functional forms.

In China, people generally only use the term "electronic medical record" to express the above different concepts, and there is no direct distinction between several concepts. When people discuss electronic medical records in the context of the hospital, it refers to the electronic medical records inside the medical institutions; when discussing in the scope of regional medical information, it refers to the electronic health records.
Electronic medical records are the systematic basis for promoting graded diagnosis and treatment and accumulating medical big data in China. Graded diagnosis and treatment involves two-way referral, continuous recording of electronic medical records, and information sharing between different levels and different types of medical institutions, ensuring the smooth flow of referral information is the basis for the smooth implementation of graded diagnosis and treatment. At the same time, the complete electronic medical record system is conducive to the record and preservation of medical big data, and promote the value of medical big data.
Since 2009, relevant national ministries and commissions have issued documents to popularize electronic medical records. In February 2017, the Health and Family Planning Commission promulgated and implemented the "Electronic Medical Record Application Management Regulations (Trial)" to further standardize the writing and application of electronic medical records.

In 2009, the Obama administration issued the Economic and Clinical Health Act, which requires doctors who use the electronic medical record system in their clinics by 2015 to receive a medical insurance award of $4.4 to $64,000, and vice versa. Greatly promoted the construction of the US electronic medical record system. By 2013, the local application rate of the electronic medical record module has reached 94%. Through foreign experience, we can conclude that policy support and government promotion are the driving factors for the rapid development of the electronic medical record industry. Nowadays, China actively promotes the construction of electronic medical record system, which will bring development opportunities to electronic medical records.
Electronic medical record market space reaches 100 billion yuan
From the current situation, the overall development level of hospital electronic medical records in China is still low. According to the sample survey of 2262 hospitals by CHINC in 2015, the hospitals that have applied electronic medical records have reached 72.57%, but the application level is 5 or above. Only 16 of them accounted for only 0.6%; 60% of the hospitals that have implemented the electronic medical record system stayed in the initial stage of informationization and data exchange in the department. It can be seen that the application level of China's electronic medical record system is still very low, and the hospital informationization market brought by the upgrade of electronic medical records has great potential.

As of the end of June 2017, the number of medical and health institutions nationwide reached 989,000, including 29,700 hospitals (2,286 tertiary hospitals).

According to the data from the Prospective Industry Research Institute's "2018-2023 China Medical Informatization Industry Market Prospects and Investment Strategic Planning Analysis Report", the average construction of a 5-level electronic medical record system requires 10 million yuan, assuming only all tertiary hospitals All of them have reached the level of electronic medical record application level 5 or above, and the market scale has reached more than 20 billion yuan. If 70% of hospitals reach the level of electronic medical record application level 5 or above, the market size will reach 200 billion yuan; plus more than 900,000 primary medical institutions, the market size is estimated to exceed 500 billion.
